Let be $\mathcal{P}$ the property of soluble finite groups defined by $G \in \mathcal{P}$ if and only if every $p$-subgroup of G is permutable with a fixed Hall $p'$-subgroup of G. Minimal non-$\mathcal{P}$ groups are studied.
