The national territory of a state is assumed to be subdivided into regions, a program of development of socio-economic activities is forecast for each region. It is also assumed that the state may supply financial aid in order to carry out the realization of regional programs which permit the accomplishment of established national aims. The objective here considered is the increase of socio-economic activities on the national level harmonized with a decrease of the regional imbalances presented by such activities, and, in this case, with a decrease of the imbalances among the sectors according to which the same activities may be classified. The model is non-linear and makes use of the method of dynamic programming for determining how any state financial aid may be distributed among the regions in order to reach the pre-established objective.
